I had a technician come out and go this machine.
Here’s what he thought about it:

The game lights up when turned on but the CPU never boots up!
Therefore, this one is a PROJECT GAME!

Playfield: The game needs to be cleaned AND shopped but it's got a GOOD playfield with no noticeable wear spots. Someone tried to do some touchup and ended up with some glue in some of the light sockets. Overall the playfield is an 8 of 10 becuase of the glue and the need to be shopped.
Circuitry/Boards/PARTS: The boards appear to have minor to medium acid damage which does NOT appear to have been fixed. We believe this is why the game won’t boot up. The game is also missing some minor parts such as some light bulbs and a few coils. The game has ALL of the major parts, like the ramps and circuitry are included, so this game is basically complete. He called this section a 5 out of 10, mostly because of the acid damage.
Cabinet: The cabinet is in very good condition – only wear is near the flipper buttons which is normal on Sega Cabinets - very nice. He called it a 9 of 10.
Backbox: The backbox is also very nice – no issues with the translight. Display looks very good but he couldn’t test it since the game won’t boot. He called it an 9 of 10 based only on visual inspection.
